The action outside Larvik is part of the great European exercise organized by Atlas, EU cooperation between police forces. The scenario the four Nordic countries is practicing is that terrorists hijacked a ferry with 210 passengers and a crew of 40.
Nordic police have never campaigned together in real life, but one imagines that it may be necessary in a situation where one of the countries’ resources are insufficient.
