Oslo, Norway—An 18-year-old Serbian immigrant has been charged with murder with a terrorist motive following the fatal stabbing of a woman at a youth home in Oslo over the weekend. The suspect, identified as Djordje Wilms, is accused of killing 34-year-old Tamima Nibras Juhar, an employee at the home where he resided.
The attack occurred late Saturday night into Sunday morning at a child welfare residence in the Kampen neighborhood. In police interviews, Wilms admitted to the killing and stated it was politically motivated. The investigation has uncovered that he allegedly planned further attacks on mosques after the initial murder.
Extremist Views and Russian Connections
Wilms, who moved to Norway from Serbia as a child and is a German citizen, has been linked to far-right extremist circles. Police have confirmed that his ideological leanings were the primary motivation for the crime. According to reports from the news outlet Filter Nyheter, Wilms was an active participant in a Telegram channel associated with the far-right Norwegian political party, Alliansen. In chats, he reportedly expressed extremist views, writing, “I see what immigrants are doing to us,” and “F–k the entire government in Norway today. They are just destroying the country even more. Just because of that damn democracy that is destroying the Nordic future.”
Furthermore, the investigation is now looking into his connections to Russian-linked Telegram groups, suggesting a broader network of extremist influence. The combination of his violent actions and his online radicalization has raised concerns about the spread of extremist ideology through digital platforms.
Previous Concerns and Police Response
This is not the first time Wilms has come to the attention of authorities. The Norwegian Police Security Service (PST) received its first tip about him in February 2024. At that time, while his right-wing extremist views were noted, he was assessed as a “low threat.” A second review in January of this year reached the same conclusion.
In March, the Oslo police department received another report of concern about Wilms’s behavior, including making Nazi-related statements. While the report was shared with PST, the threat assessment remained unchanged.
”Even though we have cooperated well, worked with different measures, and followed routines, we have not succeeded when a young woman tragically lost her life,” admitted Police Chief Ida Melbo Øystese. She confirmed that authorities are now reviewing all protocols to determine if any actions could have been taken to prevent the tragedy.
Wilms, who was an accomplished competitive marksman in his youth, has been formally charged with murder with a terrorist motive, a crime with a potential sentence of 21 years. While he reportedly does not accept criminal guilt, he has agreed to a four-week period of pre-trial detention.
