From 2010 to 2012, 12,167 asylum seekers were granted protection with uncertain identities, writes Aftenposten. The primary reason why so many come without secure ID is that the vast majority come from countries where it is not possible to obtain secure identification documents. Most people have neither the travel documents or identity papers when they apply to stay in Norway.
– The most common reason we grant permission to people is that we have sufficient information that the person has a need for protection, , even if identity requirement is not substantiated, said department director at Directorate of Immigration (UDI), Stephan Mo.
