Emergency Teams on Utøya Had Communication Problems

According to NRK's report, the police in Northern Buskerud Police had to give messages over unencrypted networks, mobile phone, e-mail and fax. Radio amateur Find Johannessen told that he heard the desperate voices of the ambulance service while attempting to make contact with the police.

– The operation was almost in panic with calls of "Where are the police, where are the police," says radio amateur to NRK.

He also suggested that everyone was waiting for messages to move in and help the police in Northern Buskerud, but they had no ability to communicate over the new emergency network, while injured adolescents on Utøya were fighting for their lives.

Fredrik Westmark, head of the ambulance personnel's professional organization also said the ambulance workers who were frustrated could not communicate with other rescue workers just because of network problem.
